-Thereweremany impressive things,
including the scaleof construction. This isdespite
the fact that climate in theUAE is rather tough. It
is verynice inwinter, but in summer, it isnecessary
towater eachandevery treeall the time.Wewere
really impressedby themeetingsorganized for us
byUkrainianTradeCenter for theGulf region.We
discussed issuesof holdingan international legal
forum in theUAE, bilateral economicand scientific
cooperationandmanymore.
I think International legal forumwouldmake
evenbetter focusof the international community
on theUnitedArabEmirates.Whenwehelda
similar forum inBeijing, itwas attendedbymore
than20AttorneysGeneral fromdifferent countries
and thatwaspossibly the first timewhenChina
was treatedas aconstitutional state. The forum
washeld in the two largest citiesof China: three
days inBeijingand threedays inShanghai. I think
Chinamanaged togetmaximumbenefit for
itself from this huge international forum. The
same thing is possible for the Emirates. This
is a young state, which is developing rapidly
and it coulddefinitely use status-raising events
like this. I think representatives of theUAEMFA
wemet with treatedour proposal withgreat
understanding. If a forum like this is heldboth
in the capital of the country –AbuDhabi – and
inDubai it will boost tourism, trade, stock
market activities andother spheres of business.
This forumwould receive global resonance.
I know that Emirates areabout to signa free-
tradeagreementwithWesternEuropeand that
another agreement of the kindwill be soon signed
with theUSA. As amember ofWorldLawyers
Association, I know that legalizationof these
processeshasbeen scrutinizedcloselybyour
Association. Certainly, this isnot agovernmental
organization, rather aprofessional clubbut if the
membersof this club say: “Emirates – this isgreat!
Goodopportunities”, foreign investorswould
flock to theEmirates andbring in largecapital.
Investment opportunitieshereare just perfect due
to the tax-free system, excellent infrastructureand
availabilityof free zones. However, so farmany
peoplecomehere tobring from theEmirates
capital to their countries,while if theUAEpotential
ispresentedwell, everythingcouldbedifferent
andmoreprofitable for theUAE.
-Wherewouldyou invest your capital if you
hadachance? InwhatUAEprojectswouldyou
like to takepart?
- I would take a closer look at AbuDhabi as
the capital of theUAE. I think legal andeconomic
strengthof the country shouldbebuilt in the
capital city. Even the constructionboom inDubai
weobserve today is going to settledown after
awhilebecausenomarket including the real
estatemarket couldbegrowing all the time.
Then the timewould come for AbuDhabi and
other emirates, whichoffer fantastic and very
profitable investment projects already today
though theyhavenot become known to the
world community yet. Investors blindedby the
blazeof Dubai’s success just don’t see them, but
this is only so far. Peoplewhohurry in to take
theirmarket nicheswouldenjoy the results of
their foresight in a coupleof years. I have taken a
close look at theseniches and theseprojects.
Whatwouldbe interesting forusasUkrainian
businessmenand lawyers?Certainly itwouldbe
interesting forus to takepart inoil andgasprojects,
in joint telecomprojectsand in teachingEmirates
students thebasicsof fundamental science,which
doesnot exist in theUAE so far.Ourdelegation
includedUkraine’sNASUAcademicianYaroslav
Yatskivwhooffered theheadsof statedepartments
of theUAEdifferentoptionsof cooperation in
the fieldof scienceandeducation– from student
exchangeand implementationof innovation
technologiesdevelopedbyUkrainian scientists to
focused trainingofUkrainian specialists forworking
in theUAEFEZandprofessional recruitingof such
specialists. Ukrainecouldoffer a lot inmany spheres
–wehavecapabilities for cooperationwith the
Emirates including theparticipationof theUAE
partners indifferentprojects inUkraine.
- So,manynewvisits should follow, shouldn’t
they?Shouldmeetingsbeheldnotonlywith
thegovernmentofficialsbutalsowithbusiness
communityof theEmirates?
-Yes, we aregoing to visit here again.
Especially since youhaveefficientUkrainianTrade
Center here and its employees couldorganize
meetings at any level for the involvedparties and
alsoprofessional and very activepositionof the
Embassyof Ukraine in theUAEheadedby Sergiy
Pasko. Thismeans that Ukrainianbusiness is
going tobeheardhere andwhen there ismutual
understanding achieved,mutuallybeneficial
cooperation in all sphereswould follow.
