–hereare themain factors taken intoaccount
todaybyUkrainianbusinessmenexpanding their
international cooperationhorizons.
Despite thegeneral positive tendency in
the fieldof trade relationships, there isacertain
problemwithdiversificationof tradebetween
UkraineandUAE.Though lately the rangeof
Ukrainianexporthasbeenexpanding, the
dominatingcomponentsare still the ferrousmetals
andproductsmadeof them representingup to
80%ofUkrainianexport toUnitedArabEmirates.
Understandingof importanceof this issue
inUkraine isdemonstratedat the top level. For
instance, inSeptember 2006, inKyiv, Firstdeputy
PrimeMinister ofUkraineNikolayAzarovmet
withTheGeneralDirector ofDubai Chamber of
Commerceand Industry Mr. AlMutaiwi. During
the talks, FirstDeputyPrimeMinisterAzarov
statedUkraine’s interest for development and
diversificationof tradewithUAE, aswell as in
making theUAEwith their ultramodern transport
infrastructureacertaingate forpromoting
Ukrainiangoodson themarketsof theGulf and
Africancountries. Emiratespartywas also informed
by theFirstDeputyPrimeMinister on themain
directionsof foreigneconomicpolicyofUkraine.
“TheCabinet ofMinistersofUkraine isgoing to
focuson improving the investment attractiveness
of our economy for foreign-country investors,
especially thosewilling to invest inadvanced
production technologies”– saidNikolayAzarov. In
turn,Mr. AlMutaiwi emphasized thegreat interest
UAEhas incooperationwithUkraine, inparticular,
in the fieldof aviationand spaceexploration.
EconomicForum“SpheresofUkraine -UAE
Cooperation”thatwasheld inDubai in2006,
demonstratedconstructivenatureofUkraine
–Emirates relationships. Ukrainiandelegation
was representedat ahigh level, it included
government officials fromUkraineandCrimea,
representativesof StatePropertyFundanda large
number ofUkrainianbusinessmen. Themain
event at the forumwas representedby round-
tablediscussions“ForthcomingPrivatization
ofUkrtelecom”and“Presentationof the
Autonomous Republicof Crimea”. Participationof
ValentynaSemenyuk, Headof theStateProperty
Fund,witnessed the steadinessof positionof
theUkrainianpartywith regard to issuesof
privatizationand transparencyandopennessof
relationshipswithpotential investors.
Implementationof suchhugeprojects as
theEconomicForum“SpheresofUkraine -UAE
Cooperation”becomespossibledue toactive
participationofNGOs. Establishment ofUkrainian
TradeCenter inDubai (General Director –Sergey
Pachkovskiy) became logical result of theurgeof
Ukraine’s andEmiratesbusiness circles todevelop
an infrastructure that could support steadily the
efficient solutionsprocessesbetween thebusiness
andgovernment circlesof the twocountries.
Today, it ispossible to speak about broader
issues than just business cooperationbetween
UkraineandUnitedArabEmirates. Active
humanitarianexchangeproves efficiencyof the
approach inwhich the relationshipsbetween the
two young states arebuilt on thebasisofmodern
communicationprinciples. For instance, Ukraine
becameactiveparticipant ofmany international
exhibitionsheld inUAEandbusiness summits in
Dubai. Inparticular, theorganizersof the forum
“Leaders inDubai”gather theworldeliteand
traditionally inviteUkraine’s representatives. In
2006, Ukrainiandelegationalso tookpart on the
Leaders inDubai forum. Special invitationwas sent
toAnatoliyZlenko,whosename is a symbol of
development of diplomatic relationshipsbetween
theUAEandUkraine.
In2005, aneventwitnessingclosecontacts
between thediplomatic schoolsof the two
countriesoccurred– theDiplomaticAcademyof
Ukraine’sMFAand theEmiratesDiplomacy Institute
signed thememorandumofCooperation.This
documentprovided for joint conferences, symposia,
seminars, student and teachersexchangeand
theexchange in teaching suchdisciplinesand
international lawor foreign relations.
Government andhumanitarianorganizations
fromUAE takepart in theprograms of support
and social adaptationof CrimeanTatars in
Ukraine. After the visit of UAEHealthMinister
KhammadAbdurakhmonAlMidfi toUkraine,
themaindirections of cooperation inmedical
sphere andhealth care sectorweredetermined.
In the lawenforcement andmilitary sphere there
are alsodiscussions of bilateral interactions.
Inparticular, early in2007, whenUkraine’s
delegation visited Idex Expo, Deputy Prime
Minister of UkraineVladimir Radchenko invited
theDeputyCommander-in-Chief of theUAE
military, CrownPrinceof Abu-Dhabi, Sheikh
MohammadBin SaidAl Nakhayan tomake an
official visit toUkraine.
Today, theemphasis in cooperationbetween
Ukraine andUAE ismadeoneconomization
of relationships, expansionof trade and joint
implementationof investment projects. For
instance, for Ukraine, the issueof finding
alternative suppliers of energy carriers has
become very important and there aremany
such suppliers inUAE. Ukraine iswilling to
offer interesting investment projects, products
of aviation andmachine-building industries,
agriculture, oil productionequipment, and
services for orbiting Emirate satellites.
Realizationof theexistingpotential,
i.e. conclusionand implementationof
specificcontractsdoesnot depend solely
onbusinessmen’sdesire. Intergovernmental
cooperationwithin the frameofwhich
GovernmentDelegationheadedby thePrime
Minister ofUkraineVictorYanukovich is tovisit
UnitedArabEmirates in2007, provides for creation
of a reliablepolitical and legal platform for
implementationof even themost daringprojects.
