Whenwe came tounderstandingof the
fact that economic corporationhad tobe
establishedon theWest Coast of Crimea, which
in addition to its sun and seahas numerous
natural andmineral resources, weput forward
onemaingoal –uniting the land resources of
Saksky, Chernomorsky, Razdolnensky regions
andYevpatoriyaMunicipal Council to stop
chaotic allocationof small landplots for doubtful
investment projects. It yields noprofit to the local
budgets. All thesemini-hotels, privatemansions
and cottageswork only for themselves, spoil
the landscape andgenerate no real funds
for regional development. At the same time,
all of the said regions have plenty of social
problems –withwater supply, communications
and capital construction. New comprehensive
approach is going to change the situation
dramatically. Getting serious investment funds,
balanceddevelopment of the coastal areas
and resort infrastructurewould allow creation
of a resort oasis at theWest Coast andwould
work for theprofit of local councils involving
their immediateparticipation. Theprogramof
comprehensivedevelopment of the territories
would allow filling local budgetswith funds,
resolving important social andeconomical issues
of the region and,most importantly, would stop
theemerging tendencyof shadow, irrational and
inefficient useof the resort-type land andnatural
resources in coastal areas of Crimea.
Speaking about new approaches to the
preparationofWesternCrimeadevelopment
concept, I could say that such aprojectwould
be apilot project not just for Crimeabut for
Ukraine ingeneral. Beforewe startedworkingon
itwe studied appropriate literature, international
experience, consultedwithdifferent scientists
andexperts andhaddozens ofmeetings.We are
establishing a state-owned joint-stock company
with founders likeCrimeanProperty Fund and
local councils, sowhen investors showupwe
are able toprovide thepaperworkprocessing
through theentirebureaucratic cycle from the
top level down. This is a transparent system.
You see, theefficient functioningof resort
and tourist complexhasdirect tieswith resolution
of numerous issues. Theseare, primarily, land
issues,water supplyanddrainage,wastedisposal,
ecological safety, food supply, essential goods
supply, development of transport infrastructure,
constructionandmodernizationof hotels,
healthcenters, aswell as resort infrastructure:
aquaparks, amusement parks, restaurants, cafes,
expocenters, sports clubs, etc.Wehavecome to
conclusion that centralizedcoordinatedplanning
isneeded todetermine thebordersof towns
andother settlements.Weneedonecommon
