At present, theby-lawof the closed JSC
“WesternCrimea” is being finalized; this company
will ensure the region’s steadydevelopment.
Whatwill bepriorityduties andgoals of JSC
“WesternCrimea”?
First of all, the inventoryof the landplots and
determinationof their statuswill beconducted.
Without this stage, neither a systemapproachnor
transparent investment tenderswill bepossible.
The company“WesternCrimea”will also
provide themanagement of European level
when resolving investment issues. In thepractice,
negotiationsbetween an investor and a rural
council, without participationof experienced
experts, sometimes lead to a reversal result for the
community– insteadof benefits, there are losses.
Inorder todraft an investment project
whichnot onlywould satisfy the investor but
also assist in resolvingurgent needs of the local
community, adesire todo this is not enough.
This job shouldbeexecutedby experts in
financial and investmentmanagementwho
have knowledge andexperience corresponding
toworld standards. Therefore, several reputable
companies are involved inestablishing JSC
“WesternCrimea”, inparticular, the Investment
andPrivatizationAssistance Fundwhichhas an
experience indrafting investment projects in
compliancewithUNIDOmethodology, the legal
department of Ukraine-UAEBusiness Council,
experts of UkraineTradeCenter in the countries
of theGulf, of UkrainianChamber of Commerce
and Industry andUkrainianUnionof Industrialists
and Entrepreneurs.
A separategoal isa formulationof anapproach
whichcouldhelp integrate the investmentprojects
with interestsof local communities. It is impossible
to invent everydaynew schemes. It seems that
oneof theprioritygoalsof thenewcompany
shouldbeelaborationof theapproachmentioned,
establishmentofmutually rewardingbusiness
partnership.There isno suchexperienceneither in
theCrimeanor inUkraine.
Since several years, the scholars of the
CrimeanAcademy of Sciences, under the
directionof its President, V.S. Tarasenko,

shouldbe an indispensable conditionwhen
workingover investment projects.

theAcademyof Sciences of Ukraineheaded
by academicianYa. Yatskiv thatwill enable
to include into the concept of thewestern
Crimea’development issues connectedwith
rational useof recreational and land resources.
Indeed, theecological, social andeconomical
problems couldbe resolvedonlywhenproper
attention is given toprotectionof nature.
For instance, constructionof newhotels of
European level shouldbe complementedwith
theestablishment of National Natural Park and
natural reserves.
Proper attention should alsobepaid to
preservationof historical, archeological and
culturalmonuments.
Itwould alsobenecessary, in thenearest
future, to start introductionof knowledge-
intensive, energy-saving technologies, to form
territorial structureof aneconomicmanagement
mechanism, adequate toneweconomic and
ecological environment.
Only after this approachwill be adopted,
thewesternCrimea has a chance tobecome
a real world-class brand and the investorswill
get the opportunity to implement their projects
and integrate them intounified infrastructural
planof the region, not disturbing ecological
balance and assisting in social and economic
development of the region.
