level, for thebenefit of enjoying the splendid
sea, breathing curative air and improving their
health at theCrimean resorts. The tourist flows
to theCrimeagrow steadilywitheach year,
as the current season reveals. After it became
possible toholiday abroad, thepeople are able
to compare; now, they see that theCrimea
is aunique resortwhich could rival themost
renownedworld resorts.
In this year, the inflowof Russian tourists to
theCrimeahas increasedby 62% compared
with the last year. Thepeninsula is getting
increasinglypopular alsowith the tourists from
UK; if therewere, in the last year, only 279 visitors
to theCrimea from this country, in this year there
are1656 visitors, itmeans, 5 timesmore. Now, it
is very important toensure that the increasing
man-inducedpressurewouldnot disturb the
fragileecologicbalance in theBlack Sea area.
For instance, thepopulationof GreaterYalta
is 140, 000 residents; annually, this resort area
is being visitedbymore than2millionholiday-
makers. Now, it is necessary to invent patterns to
avoid the situationwhen the southern coast of
thepeninsulawould resemble ahuge junkyard.
Theproblem is that the rapiddevelopment
ofYalta – themost famous resort cityof the
Crimea –without payingproper attention to
thenecessity to adhere to certainnorms and
standards –has lead to the situation that the
city is facingmany serious problems. Thehuge
inflowof tourists inflicts a colossal pressure at the
municipal infrastructure, healthcare institutions,
transportation system. At the same time, the
statebudget does not envisage the appropriate
expenses. Inorder to improve the situation, it
is necessarynot only to change the calculation
system; aneffective idea and a tool of its
realization shouldbe foundwhichwouldenable
to solve theproblem in a comprehensiveway.
The ideaof acomprehensiveapproach to
developing the resourcesof theCrimea isnot
new; it hasbeendeclared several times in the
documentsdetermining theprospectsof Crimea’s
development. Unfortunately, therewasnot a
singleprecedentwhen, at theprojecting stage,
itwouldhavebeen thoroughlyverifiedhow
the launchof anewprojectwill help solve the
social problemsof the regionandhow itwill be
incorporated intoecosystemof thepeninsulaand
correspondwith theEuropean security standards.
Today, whenwe speak about investments,
themost important factor is their volume.
However, anoasis erectednear rundownold
houseswhere local residents live is nonsense,
exactly the same as constructionof buildings
lacking individual architectonical outlook
complyingwithCrimean landscapes.
For instance, oneof themost outstanding
persons in thehistoryof theCrimeanpeninsula
was KhanKrymGiray (1717-1769), the founder
of the style ‘CrimeanRococo’whichorganically
combines the Islamic traditions and lightness of
the French style. The so-called ‘Tears Fountain’
andDyurbe (Mausoleum) ‘Dilyara Bikech’
inBachsisaraybecameworldwide known
architectonicalmonuments.
Thehistoryof thedevelopment of Greater
Yalta containsmany facts evidencing thatwe
havenoteworthy traditionswhich shouldbe
replicated at present.
For instance, nearYalta is located theworld-
famous palaceof Livadia – the architectonicgem
of the southernCrimea. Today, it is a siteof high-
levelmeetings of theworld leaders. However,
only fewpeople know that simultaneously
with the constructionof thepalace in1910-
1911, theentire cluster of buildings of original
architecture has beenerectedhaving amanifold
infrastructure, evenwith agreenhouse, for those
peoplewhowereworking at thepalace and
servicing theestate.
We shoulduse thepositiveexperience
gainedduringdevelopment of the southern
coast of theCrimea complementedwith
sophisticated inventions of theworld leaders
