How it is inUkraine
Either due to the fact that the climate in
Ukraine ismuch softer than in Russia, or due to
their inbornmodesty, theUkrainian investors still
keep a lowprofile at the international property
market. They are, for themost part, investing into
property at the outskirts of Kiev or build cottages
inCrimea. Therefore, the fact that the exhibition
“Real Estate Abroad”was held in the capital of
Ukraine and attracted a lot of visitors, testifies that
theUkrainian investors have assessed the risks of
bank deposits and trust funds, with their uncertain
profitability and absence of any guarantee for
returns, sky-rocketingprices for property in
the elite cottage neighborhoods; now they are
seriously contemplating the expansion of their
properties’geography.
In accordancewith theexpert estimates, there
will be inUkraine, in thenext years, a real foreign
propertyboom. Thepreliminary estimates reveal
that thenumber of deals associatedwith the foreign
property, will increasebymany times, due to the fact
that theprices inUkraine aremuchhigher. Ukraine
was formany years, in this context, laggingbehind,
becauseof the lack of information and specialized
exhibitions.
Therefore,most visitors of theexhibition at the
Hyatt Regencyhotel seemednot somuch interested
inparticular acquisitions, as they tried to findout
for themselveswhere itwouldbebetter to acquire
property, what taxeswill theyhave topay andwhat
mortgageopportunities exist in this or that country.
For instance,many tried to findout howmuch
itwould cost them tobecome anowner of anice
house in France. However theyhad to take into
account that such anowner should invariablypay
a real property taxwhich is an annual tax tobe
paidby everyonewhohas privateproperty; the
tax amount varies in accordancewith theproperty
type. In addition, there is ahabitation taxpaidby
everypersonhaving ahabitation as of January 1st,
irrespectiveof his or her status (owner, tenant etc.).
This tax equals roughly to the real property tax. Then,
there is aproperty tax tobepaidby everynatural
personwhose capital in France (real estate andbank
deposits) exceeds ˆ732000. Moreover, there is also a
resaleprofit tax, tobepaid in the case theownerwill
decide to resell thepropertybought in France. If the
resalewill takeplace in the first year following the
acquisition, this taxwill amount to33, 3%.
For thosewho are interested in theproperty
inTurkey, itwouldbe important to know that on
January 7, 2006, the ”Official Newsletter”of this
country (Resmi Gazete) has published thenew Law
No. 5444, permitting the citizens of Russia, Belarus,
Azerbaijan, Georgia, Kazakhstan, Kirghizia, Moldova,
Tajikistan, Uzbekistan andTurkmenistan to acquire
real estate inTurkey. In compliancewith thenew law,
the foreigners arepermitted topurchase real estate
in thewhole country (apartments, villas, commercial
assets) and also landplots located at the territory
of administrativedistrictswith the areanotmore
than2,5ha. Simultaneously, theproceedings of
obtaining the residencepermit for propertyowners
were significantly simplified. For thosewhohave
attentively read the lines above, it is evident that
these simplifiedproceedings donot apply to the
citizens of Ukraine.
The climatehas not beendiscussed as themost
exponents –out of 32exhibitionparticipants –
represented the resort regions of Europe andAsia.
Thus, itwas possible to find a favorableoption– from
Coted’Azur of France to the shores of ArabianGulf.
For instance, the Ukrainian Trade Center (UTC)
took part in the first international exhibition
“Real Estate Abroad” in Kiev offering its services
in resolving all issues relatedwith property
acquisition in the UnitedArab Emirates (UAE).
