t this stage, oneof themain
directionsof development of
relationsbetweenUkraineandUAE
is theeconomiccooperation. A
fewpast yearshavedemonstrated
the stable strengtheningof these
relations.Over theyear 2006, as compared to
2005, commodity turnover increasedby16%and
reached$413.4millionand theoverall turnover
including the services tradebetweenUkraine
andUAE reached$486.7million, itbeing the top
scoreover thewhole timeof trade relationships
between thecountries. Positivedynamics continue
in thecurrent year –alreadyover thepastquarter,
these figures increasedby69%as compared to the
similar\rperiodof theprevious year. At the same
time, Ukrainianexport toUAEexceeds importby
far. Toa largeextent, this situationwasensured
byUkrainiandiplomats. UkrainianEmbassyuses
seriousefforts to further develop the relationships
between the states, promoteUkrainianproducts
and scientificpotential to the richGulfmarket and
form thecultural image.
This year, the countries are celebrating the
15th anniversaryof diplomatic relations between
Ukraine andUAE, existing since1992. Already
in January 1994, the Embassyof Ukrainewas
oneof the first embassies toopen in theArab
world. The Embassyhas political, information,
cultural-humanitarian and consular sections,
aswell as trade andeconomicmission and the
DefenseAttacheOffice. Thediplomaticmission
also represents the interests of Ukraine in the
Kingdomof Bahrain, and in the stateof Qatar, the
diplomatic relationswithwhichwereestablished
in1992 and1993, correspondingly.
At this time, Ukraine andUAEhaveno
differences inpolitical sphere. There is a
constructivedialogon all issues of international
life andbilateral cooperation.
According toUkraine’sAmbassador toUAE
SergeyPas’ko, thereareall necessarypreconditions
for further activedevelopment of the relationships.
At the same time,mainemphasis inUkraine–UAE
cooperation shouldbeoneconomicaspect in
the relationships, onexpansionof tradeand joint
implementationof specificprojects. It ishard to
singleout oneor twocooperationdirections in
theeconomic sphere–all brancheshave serious
potential and interest for theparties. Significant
investment andpurchasingpotential of the
Emirates areattractive forUkrainianbusinessmen.
On itspart, Ukraine isprepared tooffer aviation
and industryproducts, agricultural products,
equipment for oil productionand services for
delivering theEmirates satellites to theorbit as
well asmanyother high technologies.
It is necessary tonote that practical
implementationof theexistingpotential, i.e.
conclusion andexecutionof certain contracts,
depends onlyon thewill of thebusinessmen
fromboth countries. Representatives of Ukrainian
business trying to findpartners in theemirates
address the Embassy and itsTrade-Economic
Mission all the time. They areprovidedwith the
necessary informationon the internalmarket of
the country, aswell as onparticular features and
demandon themarket.
Analysisof dynamics and structureof trade
betweenUkraineandUAEwitnesses the stable
andpositivenatureof foreigneconomic liaisons
that arenowbeingdevelopedand strengthened
actively. Itwasdue to real interest ofUkrainian
business representatives and joiningefforts that
UkrainianTradeCenter (UTC)was established in
Dubai in2005. Ukraine’s Embassy toUAEprovided
continuous support andnecessaryassistance to
the Investment andPrivatizationSupport Fund
ofUkraine, thepresident ofwhich is Sergey
Pachkovskiy, in resolutionof issues associated
withopening, registrationandoperationsofUTC.
Also, Investment andPrivatizationSupport Fund
ofUkraine (IPSF) becameofficial representative
of Jebel Ali FEZ in2005. Furthermore, after two
yearsof successful operationof the Investment
andPrivatizationSupport FundofUkraine, Dubai
TechnoPark initiated the issueof signing the
agreementwith IPSFon representationof its
interests inUkraine. Regularworkingcontacts are
beingmaintainedwithUTC representatives. Since
the timeof registration,with theassistance from
theEmbassy, UkrainianTradeCenter organized
andconducted several Ukraine–UAEbusiness
forumsdedicated to the issuesof investment,
financial andbankingcooperation, aswell as
Ukraine’spotential in the sphereof industry
productionandhigh technologies.
InApril 2007, upon invitation from the
Emirates Instituteof Strategic Research, Advisor
to thePrimeMinister of Ukraineof Special
International Issues AnatoliyZlenko (former
Minister of foreignAffairs, in1990–1994, 2000–
2003) delivered a lecture in the Institute thatwas
titled: “ForeignPolitical Concept of Ukraine in the
Context of Global, Regional andNational Security,
which attracted serious attention fromdiplomats
and international experts. In June, agroupof
scientists from theNational Academyof Sciences
of Ukraine and anumber of businessmen
visited the Emirates. Thedelegation included
AcademicianY. Yatskiv, Director of theMain
AstronomicObservatoryof Ukraine, A. Patoka,
Advisor toDeputy PrimeMinister of Ukraine and
I. Huk, FullMember of theNational Academyof
Sciences, surgeon in transplantology.
Over thepast years, thousandsofUkrainian
citizens visitedUAEas tourists. Also, thenumber
ofUAEcitizenswhogot achance toappreciate
touristpotential ofUkraineand thehospitalityof
Ukrainianpeoplekept increasingand the latest visit
ofUAEMFAdelegationheadedbyDeputyMinister
of ForeignAffairs inchargeof Political IssuesTarek
AhmadAl Heydan toUkrainewas a trueproof of
this. Ukraine is focusedon further development
of relationshipswith theUnitedArabEmirates
inall spheres: tradeandeconomic, investment,
industrial cooperation, cultural andhumanitarian
and touristbusiness. Thereareall preconditions
available formaintainingand increasing the rate
of development of bilateral cooperation. This is a
mutuallybeneficial process andbothUkraineand
UAE shouldpaydueattention to it.
